Partly/partially plus to questions

Hi all

I have got a few questions, which I hope you can answer.

What is the difference between partly and partially (Like: The schools are - at least partly/partially - responsible for the..)

Is it: "He is prejudicial" or "He is prejudicious"?

Is this sentence correct: "The text describes bullying as wrong behaviour and makes a clear point out of saying that people being bullied are affected a great deal by it" ?

I sure hope you can help me!

Thanks!
