From the Merriam-Webster dictionary:

partly: somewhat but not completely : to some extent or in some degree

The project failed partly because of a lack of funds.
What you say is only partly true.

partially: somewhat but not completely : to some extent or in some degree

It don't think this is really relevant to the purpose of your question, but "partially" can also mean "in a way that favours one side over another", which "partly" cannot.
