Please see above. I rewrite them and tell me you choose (1), (2) or both. If neither is correct, how do you reduce the original sentence?

State-owned enterprises have had high quality product and have taken a high share of the import-export market with great contributions to state budge

The enterprises which WERE repeatedly in deficit accounted for 20%.
NOT was.

The state-owned enterprise arrangement has helped average capital investment stipulation and collection increase to 18 million US dollars /enterprise from 5.5 million US dollars /enterprise.

Stipulation makes no sense to me here, perhaps you can explain what you mean
(you can do either stipulation/planning or collection, but not both for the same set of numbers)
