Participle or Simple Verb

'They were made by people half-dead with fear.'
I read this is a passive sentence with 'be''.
Why is it not 'simple past' and how can I tell the difference?

'were made' ='be'verb .(as per a book)
I thought it was ='be verb+past simple'
How can I tell the difference?
