What's difference in the following phrases??

'Taking up all the attention'
'Took up all the attention'

there is no complete sentence i found them in dictionary .....

for instance:

'preoccupied:took up all the attention'

The rule of took up is important for me because i think 'taking up ' is correct here....

'Preoccupied is Simple Past tense,
eg Computers preoccupied Tom.

You can replace it by another Simple Past verb,
eg Computers took up all Tom's attention.
But you can't say as a sentence 'Computers taking
