Participial Phrase modified by an adverb???

For the grammar people out there,

what would this be?

"The crowd, cheering wildly, intensified the celebrations"

What is "cheering widly"? I believe it's a participial phrase or an appositive, but either way, adverbs modify verbs right??? A participal is serves as an adjective. I am confused..
