Participial Phrase

"The consolidation of economic control resulting from these campaigns in turn enabled the government to initiate the transition to full-fledged capitalism, bidding Socialism farewell."

Is the sentence unambiguously clear in conveying the sense that it was the government who bade Socialism farewell? (Of course people wouldn't have a hard time guessing this, but is the structure of the sentence clear on this?)
