Participial phrase

"......is wrong. So is Professor Johnson's verdict that Stalin had a secret agenda that gave the lie to his official statements, webs of lies spun to make the Soviet party 'look far more humane that it was, hoping thereby to win support from all other political groups'."

The last part of the sentence in single quotation marks is a direct quote from a source so I can't change it. Does the whole sentence from 'So is......" to "......political groups" work? I am especially concerned about whether the last participial phrase meshes with the rest of the sentence. I was wondering whether the sentence structure conveys it clearly enough that it was Stalin who was doing the 'hoping.'

Hi, I think you mean that Stalin was doing the hoping. That meaning is not totally clear. eg One wonders if the Soviet party was doing the hoping.

I think you mean that Stalin was doing the hoping. That meaning is not totally clear.
eg One wonders if the Soviet party was doing the hoping.

It doesn't work for me, because I'm not completely clear about who was doing the hoping.
