Hi, teachers. Could you help me?
"Kan and Xie stressed the need to "employ appropriate macroeconomic and structural (reform) policies, including the promotion of transformation in economic growth patterns and the implementation of a new growth strategy" being crafted by the Democratic Party of Japan-led government, it said."
What does the black-faced participial phrase modify?
I have three different interpretations, but I'm not sure which is the correct interpretation:
one is "appropriate macroeconomic and structural (reform) policies", another is both "the promotion of transformation in economic growth patterns" and "the implementation of a new growth strategy", and the other is only "the implementation of a new growth strategy."
Which is correct? or none? Please teach me!
