Participate

The Foreign Ministry summoned the Country Representative of the United Nations Children’s Fund (UNICEF) in Colombo on Thursday and expressed serious concern on the participation of several members of its staff, including international staff, at a recent public demonstration in Colombo.

It was pointed out that this was in violation of the mandate of the UNICEF and was beyond the scope of its legitimate functions.

The Country Representative was requested to take appropriate action against the staff members who participated in the demonstration including the withdrawal of the concerned international staff and the termination of local staff, the Foreign Ministry said.

Some members participated. > the participation of some members
Local authorities convened. > a convention of local aut

My dictionary says the noun 'participation' is an uncountable one.
Is it correct to use 'the participation' in the original sentence?

Yes, it's telling you what type of participation they are talking about. Noncount nouns can take a "the" when you say which type you mean. The coffee from Peru, the excitement in the room, the water off the coast of Florida, etc.

It's correct. There's nothing that says an uncountable noun can't take the. An uncountable noun can't take a or an. Maybe you were confusing the two.
