1. The man driving the car is a friend of mine.

The above sentence can be rewritten as-

1A. The man who is driving the car is a friend of mine.

1B. The man who was driving the car is a friend of mine.

Which one between 1A and 1B is correct ?

How should I take decision on 'was/is'?
