Do the following examples express partial negation? Would you please explain the grammar to me.

1. It is a long lane that had no turning.

2. It is a wise man that never makes mistakes.

Your sentences are not partial negations to me. The meanings are intended to be absolute/all-inclusive rather than partial:
1. "There is no lane so long that it does not have a turning." (i.e. There is always a turning.)
2. "Everybody makes mistakes."
