(1)Failed to understand "If a father can't see his ten year old daughter naked because he's sexually attracted to her,
whether he's bathing her is the least of that family's problems."
Does it mean "If a father should not look at his ten year old daughter when she's naked, because as a male, he's attracted to her, bathing her by the father is not proper"? If so, "whether he's bathing her is the least of that family's problems" seems logically flawed.
(2) What does " part ways" mean? Some small advices or methods?

A parent shouldn't be bathing their ten year old child (note no mention of gender). Unless the child is developmentally delayed. In that case, yes, the parent should help.

It's a little odd, but certainly not illegal. I would agree that a 10 year old should be able to bathe herself. Your question suggests a sexual misconduct concern. If you seriously suspect something inappropriate is going on, beyond a simple bath then I recommend you notify child services. They will conduct an investigation. If there is no problem they will simply leave some advice and
part ways.
