Part of speech for "outside"

In the sentence, "He works outside." "outside" appears to be an adverb modifying "works". However, what about the following sentences, what part of speech is "outside": He is outside. He is outside the house. Grammar is outside my expertise.It's my understanding (misunderstanding?) that adverbs can't modify intransitive verbs such as "is".
