Part of, fraction of

Dear all,

Hi, can someone please tell me, after 'part of something', should I use singular or plural, has or have, is or are? Another thing is, after a fraction of something, eg 3/4 inch / inches etc. Please help.

It is half a mile to the nearest town. This paper clip is about 3/4 of an inch long.

(One and half inches though, or one and one-third cups of flour -- once you get past an entire "one of them" then use the plural.)
