Parsing a Sentence

Please let me know whether I have correctly parsed the following sentence:

"a member of the group authorised in writing by a police officer not below the rank of..."

1. "A member of the group" is a noun phrase and is also the subject of the sentence.
2. The predicate in this sentence is "authorised in writing by a police officer not below the rank of..."
3. "authorized in writing" is an adjective phrase.
4. "by a police officer" is a prepositional phrase.

I am not, however, sure what "not below the rank of" is. Could someone help me with this?

I am so sorry. Please ignore my initial posting. The actual sentence is:

"A Special Police Officer or a member of the Vigilante Corps authorised in writing by a police officer not below the rank of Assistant Superintendent of Police may arrest the accused..."

"authorised in writing by a police officer not below the rank of Assistant Superintendent of Police" is an adjectival phrase modifying the subject. Indeed, it is part of the full subject.

"may arrest the accused" is the predicate.

It's a past participle functioning adjectivally.

Could I say that there is an ellipsis between "Corps" and "authorised"? That is, the copular verb "is" and the pronoun "who" are omitted? It is the copular verb that makes "authorised" adjectival?
