Parsing

They are hopeful play will resume tomorrow.

They - a subject;
are - a predicator (linking verb);
hopeful play will resume tomorrow - a complement [an adjective phrase where "hopeful" is a head/base of the phrase and "(that) play will resume tomorrow" (a nominal clause) a postmodifier.
