Parsing

"That he avoided committing war crimes was “not by merit”, he insisted." (From the Günter Grass' obituary in the today's Guardian.)

Is "he" a subject, "insisted" a predicator and "That he avoided committing war crimes was “not by merit”" an object in the above sentence?
