Parsimonious, Frugal

Hello,
[1] Hiro is parsimonious.
[2] Hiro is frugal.
Do they both carry a negative tone? Does it depend?

'Parsimonious' sounds negative. 'Frugal' does not. In fact, it often sounds quite positive.

Thanks. Then 'parsimonious' would often be used for 'stingy' or 'tight wad' in writing. I've been using it but unaware of the tone.
