Parse / mince words

I came across the phrase 'parse words' lately, used to express the same meaning as 'mince words,' as in:

"He didn't parse his words about Japan's reliance on nuclear power last year"

I am not able to find this phrase in my dictionaries. Is this a widely accepted usage?
