Parliament - a she?

I've just come across a very strange phrase: "parliament internationally surrendered HER sovereignity to the primacy of European Community law".
My question has nothing to do with politics! I just want to understand why the parliament is called "a she". Is it an old-fashioned form?

The British Parliament is occasionally referred to as The Mother Of Parliaments.

Nevertheless, I don't recall ever encountering the term 'she' for a parliament.
