Paraphrasing wanted

Hello folks,

Would anybody be kind enough to paraphrase the following expression

in so simple a way that even I could understand it. What confuses me is

whether something can pay an amount of money. If the something were

someone , it would make sense to me, it seems.

The NFIP subsidizes premiums for roughly 20 percent of the covered properties, most of which were developed prior to the program's beginning in 1968. The other 80 percent of properties pay premiums that actuaries believe will be adequate, over time, for the NFIP to break even. But these premiums are inadequate for two reasons.
