Paraphrasing

Hi,

I don't get exactly the concept of this sentence in this text: 'These farmers each supported an average family of four on $22.80 in Works Progress Aministration relief. Lang encountered them in a cabin that had previously benn ocuupied bu another tenant farmer's family who had fled to California.'

Does it mean that the Administration pay them $22.80 monthly? And what kind of administration is it?

Regards,

Nesa
