paraphrase wanted

Dear Friends,

I have difficulty paraphrasing the following sentence with something which is followed by a verb:

The theory neglects to define X.

I am looking for something different/academic than 'neglect'. Perhaps 'disregard to'? In my experience 'disregard' is generally followed by a noun: disregard an order, etc. Any suggestions?
