I have difficulty paraphrasing the following sentence with something which is followed by a verb:
The theory neglects to define X.
I am looking for something different/academic than 'neglect'. Perhaps 'disregard to'? In my experience 'disregard' is generally followed by a noun: disregard an order, etc. Any suggestions?
Thanks a lot.

Fails (when it is an oversight or a flaw in the theory). Another expression would be used if this is not a flaw in the theory.
