Parallelism

1.It is as difficult to prevent crimes against property as those that are against a person.

2.It is as difficult to prevent crimes against property as it is to prevent those against a person.

ETS choses second sentence over first. But I find both the sentences perfect w.r.t parallelism? Can someone give me some insights what makes ETS to choose second one over first?

But, Can't we consider first sentence as a elliptical construction?

It is as difficult to prevent crimes against property as --[it is to prevent]-- those that are against a person.

Am I missing something?
