Parallelism

In recent years cattle breeders have increasingly used crossbreeding,partly to acquire certain characteristics in their steers and partly because crossbreeding is said to provide hybrid vigor.

Shouldn't the coloured parts be in parallel ?

and

Please clarify...

There is no need to set the two clauses up as parallel: the first is a clause of purpose and the second is a clause of cause.
