Parallel structure

Hi,

"A better understanding of how sleep knits our memories together could lead to new technologies that improve learning, memory and creativity, and even help treat some psychiatric disease. "


Is "help" in the above sentence paralleled with "lead" or with "improve"?

I first thought it was "lead", but after thinking for a white, now I am not sure...

Is it clearly one way or the other, or possibly ambiguous? And for what reasons?
