Paragraph problem

I have a big problem with paragraphing when writing business or personal letters.
I do not always know when to start new paragraphs in the writing process. I need much more help to improve my paragraphing skill. I just cannot identify what is a new topic or idea. Would you please tell me specifically how to paragraph sentences properly?
