paper is messy

How can I describe a sheet of paper, which has been in my bag for some days or weeks, so it's not in a good condition to write something on.
Can you say,
"This paper is messy. Can I get another sheet of paper?"

I am not sure but maybe it can be said "This paper is crease / wrinky"

No. It can be creased. Normally only skin or clothes can be wrinkled/wrinkly.
