Pandemic Preparedness

I saw this phrase on our university website about the current 'pig' flu. I feel funny about the usage of preparedness. I know it comes from "adjective+ness." But it is an unsual word, right? Plus, why not just use preparation? Thanks for your comments.

"preparedness" is relatively unusual I suppose, but it's a perfectly good word. It is not quite the same as "preparation". "Preparation" is the process of preparing for something; "preparedness" is the state of being prepared, after you've made the necessary preparations.
