PAID IN FULL

Inside his father's room the man saw the Bible. He opened it and turned the pages. As he did, a car key dropped from the Bible. It had a tag with the date of his graduation and with the words PAID IN FULL.

Does "paid in full" in the above refer to "the car was paid completely?" Thanks.
