Could anybody explain me what this word combination means:
This paper needs a page number page and a reference list.

I can't thinnk of any other explanation than that it is an incorrect term for TOC(Table of Contents)... : You shoud say: "explain _to_ somebody"

P.S.: You shoud say: "explain _to_ somebody"
