packing/packaging

I wonder what this means.
>>"packing" is on the inside of a package. "Packaging" goes on the outside of the package.<<

I think 'packing' is meant for protecting the contents inside and
'packaging' is meant basically for dispaying to look nice.
Is that what the above sentence mean?

Perhaps; or perhaps it simply means that packing material is the stuff inside (e.g. polystyrene peanuts) and the packaging material is the stuff outside (e.g. cardboard box).
