If you want to separate stuff/packing from money:

John's little sister, packing her stuff and taking all her money (with her), insisted to go with him on a vacation.

Hi,

The normal preposition with 'insist' is 'on'.

John's little sister . . . insisted on going with him on a vacation.

Best wishes, Clive
