Are the sentences below correct? If yes, is there any difference between them?

1) Pack these books in the boxes.
2) Pack these books to the boxes.
3) Pack these books into the boxes.

3 is just a slightly longer way of saying number 1. In both examples, the use of "the" before "boxes" gives the impression that you are referring to particular boxes that are known to whoever you are telling.
