Hello, Koushik — and welcome to English Forums. An interesting question, and a grammar conundrum that I hadn't noticed. I presume it is the sculptor's.

Hi Mister Micawber

Is the poet reffering to the sculptor's hand and Ozymandias' heart?

I think they both belong to the sculptor, but I'm no expert.

According to me it is the sculptor's hand and Ozymandias's heart.

It is the sculptor's hand which sculpted the statue drawing inspiration from Ozymandias's feelings( from his heart ).
