overseas/abroad

I saw this sentence:

Remittance overseas is strictly controlled in this country.

I understand that the sentence is intended to mean "remittance to a foreign country..." (probably for foreign exchange control purpose).

But I feel that overseas (or abroad) does not fit in terms of grammar.

I wonder if we can make this sentence by use of oversea/abroad.

Since ‘Remittance’ is a noun, ‘ overseas’ should function as an adjective. Overseas (~ foreign) remittance is strictly controlled in this Country. We could change its function to an adverb as in this sentence: Remitting overseas (~ aboard, across or beyond the sea ) is strictly controlled in this Country.
