Are overseas (adj) and foreign (adj) interchangeable? If not, what is the difference in meaning between them?

In your examples, overseas is an adverb. Here overseas plays a role of an adjective. The general distinction in meaning that I explained still applies.

For Canada, trade with France is overseas trade. It is also foreign trade.

For Canada, trade with the USA is not overseas trade, but it is foreign trade.
