...overhaul to/of the modus operandi...

There will be an overhaul to the modus operandi in a bid to streamline its efficiency.

There will be an overhaul of the modus operandi in a bid to streamline its efficiency.

I was wondering which one is the correct way of saying it?   Also, would it be better to move 'in a bid to streamline its efficiency' to the front?

Thanks
