Over your shoulder?

"She put me on hold and started talking “over her shoulder” to her brother but I could still hear her."

(She still had the phone in her hand, but was talking to someone else)
Is over her shoulder correct here? (This statement refers to a conversation on the phone)

Okay so let's say she was just talking in this manner with the phone still in her hand, is the expression "talking over her shoulder" correct for an action like this?

Is over your shoulder only ever said for something that's said in passing or is the above use correct too?

If you say eg Tom is talking over his shoulder, it just means to me that he has turned his head and is talking to someone who is behind him.
