1. Does "watershed" here mean "a critical point or turning point"?

2. What does "marked" mean?

3. Does "over wages" mean because of the wage problems?

It's like a pocket veto. You do something by doing nothing.

There's an old saying, "silence indicates consent."
If you don't object to it, you must be in favor of it.

The use of "at least" suggests that the author feels that the union's acceptance was not very strongly expressed.
