Over vs In

My boss changes all instances of 'Over the next 12 months' to 'In the next 12 months...'

Just wondering if there is anything wrong with 'over' or why 'in' is preferred?

Hi, There's not much difference. Why don't you ask him? 'Over' perhaps suggests a bit that the activity will be continuous for 12 months.
