Over time?

Hi!

Is "over time" used correctly in this sentence? Or should I use "the" between both words?

Over time, seeking for an answer on this issue, nothing has overshadowed the TGH system developed in 2004.

Thank you!

Otherwise the parts are individually correct, but they do not fit together properly. The participle "seeking" is "dangling" and has no proper connection to what follows.
