Does "I'm over the moon for you" mean I'm in love with you?

A woman, in an black-and-white movie Kevin, the protagonist of Home Alone 2, watches , begging a man for her life says "I'm over the moon for you" , or maybe "I'll over the moon for you"; I wonder what that means.
