Over the long term / that

Hi teachers,

The muted reaction initally - and, to go out on a limb here, probably over the long term as well - arguable reflects a radical shift in what environmental risks we are willing to tolerate. For more than a decade we have been bombarded with near apocalyptic forecasts of the hell that climate change will bring. The public processes these warnings as things they have been hearing for years but that have not occured.

1. That here means the apocalyptic forecasts, warnings they have hearing, but that have not occured.

2. Why isn't "these" used instead of "that"?

3. Somebody forgot their/his/her book. Aren't all three pronouns correct?
