Over or not?

Over or not?

You said you'd come back to work for me on 2 conditions.

Later on the show the character tells the person who wanted the condtions:

Should there be OVER?
Is that worth making a condition (over)?

Thanks

I think the question is whether over is appropriate in the reply, "Should there be over?"
