Over my head

Hello....

Jane explained it right over Mary’s head.

  1. Can the above mean “Jane explained it but it was too difficult for Mayr to understand”?
  2. If the answer for 1 is YES, can we omit “it” here?

I don't hear the phrase "over someone's head" used like this. This is how it might typically be used:

Jane's explanation went (right) over Mary's head.

This means what you say. If I did encounter the original sentence I would interpret it the same, but, as I say, it doesn't sound natural to me.
