over-compliance rather than acceptance

Hi.

I am reading a text about company culture and open innovation, and I ran into the following paragraph :

"It is worth noting that changes can be directed from the top only
when a single culture already exists and cultural norms can be
changed. Top-down approaches are generally short-lived because
they tend to produce over-compliance rather than acceptance."

I cant understand what does 'produce over-compliance rather than acceptance' mean ?

developerI cant understand what does 'produce over-compliance rather than acceptance' mean ?
I interpret it as obeying the letter of the law (the literal meaning) and not the spirit of the law (what was intended).
