Over & about

Hello,

(1) There's no use crying over spilt milk.

[crying over spilt milk]------to face a new fact in a manner of crying
Is the interpretation right?

Why "about" not acts in the stead of "over"?

(2) another instance:
The paper pretend to disapprove of the scandle, while at the same time slavering
over salacious detail.

Thank you for your help.
