over

Hong Kong is on better footing after two weeks of correction. Keep calm, and continue to focus on value over growth, defensive over cyclical and large over small.

This is quoted from an article about economy. In the last sentence, does the writer means "focus on THAT value over growth, defensive over cyclical and large over small." or "focus on value over growth, AND defensive over cyclical AND large over small."?
